زاهد علي عباسي 15 آگسٽ 1970ع تي لاڙڪاڻي ۾ پيدا ٿيو. لاڙڪاڻي جي عام سرڪاري اسڪولن ۾ پڙهندو هو. هو B.E. اين اي ڊي يونيورسٽي ڪراچي مان سول انجنيئرنگ، شاھ عبداللطيف يونيورسٽي خيرپور ميرس مان ايم اي اڪنامڪس فرسٽ ڪلاس، اڪنامڪ پاليسي آف هيومن ڊولپمينٽ ۾ ڪولمبيا يونيورسٽي، نيويارڪ، آمريڪا مان ايم ايس سي ڪئي. هن سڄي تعليمي دور ۾ ڏاڍي محنت ڪئي ۽ هميشہ A-1 گريڊ حاصل ڪيائين. هن CSS پاس ڪئي ۽ کيس ڊسٽرڪٽ مئنيجمينٽ گروپ (DMG) مختص ڪيو ويو. هو انهن سي ايس ايس هولڊرن مان آهي، جن ڳوٺاڻن علائقن جي سنڌين کي سي ايس ايس جي امتحان جي حوالي سان همٿايو. هن جا CSS نوٽس CSS اميدوارن ۾ تمام مشهور آهن. سنڌ ۾ اڪثر شاگرد زاهد علي عباسي ۽ عبدالعزيز عقيلي جي سي ايس ايس نوٽس کي ترجيح ڏيندا آهن. هن لاڙڪاڻو، حيدرآباد ۽ ڪراچي ۾ سي ايس ايس جي اميدوارن کي سي ايس ايس جي تياري بابت ڪيترائي ليڪچر ڏنا. هن 7 جولاءِ 1998ع تي پاڪستان ايڊمنسٽريٽو سروس (PAS) ۾ شموليت اختيار ڪئي، هن ڪيبنٽ ڊويزن اسلام آباد ۾، ايڊيشنل سيڪريٽري فنانس ۽ سنڌ حڪومت ۾ ڊي سي او بدين، ڊي سي او گهوٽڪي ۽ هيگ، هالينڊ ۾ پاڪستاني سفارتخاني ۾ ڪمرشل اتاشي طور پنهنجون ذميواريون سرانجام ڏنيون. هو ايرسمس يونيورسٽي، هالينڊ ۾ انٽرنيشنل انسٽيٽيوٽ آف سوشل اسٽڊيز ۾ پي ايڇ ڊي محقق جي حيثيت سان پڻ رهيو. هن کي 28 آگسٽ 2017ع تي گريڊ 20 ۾ ترقي ڏني وئي، هن پاپوليشن اينڊ ويلفيئر ڊپارٽمينٽ ۾ سيڪريٽري طور پنهنجون ذميواريون سرانجام ڏنيون ۽ 28 آڪٽوبر 2019ع تي صحت کاتي ۾ سيڪريٽري طور سندس بدلي ڪيو ويو، جڏهن هو اوورسيز پاڪستانيز ڊويزن جو جوائنٽ سيڪريٽري هو. 2 ڊسمبر 2021ع تي گريڊ 21 ۽ ڪشمير معاملن ڊويزن جو ايڊيشنل سيڪريٽري مقرر ڪيو ويو. هو بورڊ آف روينيو (BOR) سنڌ جي سينيئر ميمبر طور خدمتون سرانجام ڏئي رهيو هو جڏهن کيس اسڪول ايجوڪيشن اينڊ لٽريسي ڊپارٽمينٽ (SELD) جو سيڪريٽري مقرر ڪيو ويو. هن 19 مارچ 2024ع تي عهدو سنڀاليو آهي.

سيڪريٽري SELD جي حيثيت سان پنهنجي پهرين پيغام ۾ هن اهو پيغام ڏنو تہ ”اسڪول ايجوڪيشن اينڊ لٽريسي ڊپارٽمينٽ مختلف قدمن ۽ پروگرامن ذريعي سڄي سنڌ ۾ معياري تعليم فراهم ڪرڻ ۽ خواندگيءَ جي فروغ لاءِ پرعزم آهي.

اهو ضروري آهي تہ اسڪولن ۾ داخلا ۽ برقرار رکڻ جي شرح کي بهتر بڻائڻ تي ڌيان ڏنو وڃي، خاص طور تي ڏورانهن علائقن ۾ ۽ مراعات يافتہ علائقن ۾. انهن رڪاوٽن جي نشاندهي ڪرڻ ۽ انهن کي حل ڪرڻ جي ڪوشش ڪئي ويندي جيڪي ٻارن کي اسڪول وڃڻ کان روڪين ٿيون، جهڙوڪ غربت، چائلڊ ليبر، ۽ صنفي تبعيض. ڇوڪرين جي تعليم تي بہ خاص ڌيان ڏنو وڃي، ڇو تہ کين تعليم تائين رسائي ۾ اضافي چئلينجن کي منهن ڏيڻو پوي ٿو.

مان شاگردن جي وچ ۾ ڊجيٽل خواندگي کي فروغ ڏيڻ جي اهميت تي زور ڏيڻ چاهيندس. اڄڪلھ جي ڊجيٽل دور ۾، شاگردن لاءِ ضروري آهي تہ اهي ضروري صلاحيتون حاصل ڪن ۽ ٽيڪنالاجي کي موثر طريقي سان استعمال ڪن. ان ڪري اسڪولن ۾ ڪمپيوٽر ۽ انٽرنيٽ جي سهولت فراهم ڪرڻ لاءِ قدم کنيا ويندا. اسان جو مقصد ان ڳالھ کي يقيني بڻائڻ آهي تہ هر ٻار کي هڪ سٺي تعليم تائين رسائي آهي جيڪا انهن کي ڪامياب مستقبل لاءِ ضروري صلاحيتن سان ليس ڪري ٿي."

Mr. ZAHID ALI ABBASI was born on August 15, 1970 in Larkana. He studied in ordinary government schools of Larkana. He is B.E. Civil Engineering from NED University Karachi, M.A. Economics first class from Shah Abdul Latif University Khairpur Mirs, MSc from Columbia University, New York, USA in Economic Policy of Human Development. He worked very hard throughout academic period and always got A-1 grade. He passed CSS & was allocated District Management Group (DMG). He is among those CSS holders who motivated and encouraged Sindhis of rural areas regarding CSS examination. His CSS Notes are very famous among CSS candidates. Mostly students prefer the CSS Notes of Zahid Ali Abbasi and Abdul Aziz Uqaili in Sindh. He has imparted several lectures to CSS candidates about CSS preparation at Larkana, Hyderabad and Karachi. He joined Pakistan Administrative Service (PAS) on July 7, 1998. He performed his duties in Cabinet Division Islamabad, as Additional Secretary Finance & in Government of Sindh as DCO Badin, DCO Ghotki & as Commercial Attaché in Embassy of Pakistan in Hague, Netherlands. He also remained as PhD researcher at International Institute of Social Studies in Erasmus University, Netherlands. He was promoted to Grade-20 on August 28, 2017. He performed his duties as Secretary in Population & Welfare Department & was transferred as Secretary in Health Department on October 28, 2019. He was Overseas Pakistanis Division Joint Secretary when he was promoted to Grade-21 on December 2, 2021 & was posted as Kashmir Affairs Division additional secretary. He was serving as the senior Member of the Board of Revenue (BOR) Sindh when he was appointed as the Secretary of the School Education & Literacy Department (SELD). He has assumed the office on March 19, 2024.

In his first message as secretary SELD, he gave the message "School Education & Literacy department is committed for providing quality education and promoting literacy across the province of Sindh through various initiatives and programs.

It is important to focus on improving the enrollment and retention rates in schools, especially in remote and under privileged areas. Efforts would be made to identify and address the barriers that prevent children from attending school, such as poverty, child labour, and gender discrimination. Special attention should also be given to the education of girls, as they often face additional challenges in accessing education.

I would like to emphasize the importance of promoting digital literacy among students. In today's digital age, it is crucial for students to have the necessary skills to navigate and utilize technology effectively. Therefore, initiatives would be taken to provide access to computers and internet facilities in schools.
